Topic of the 4th GIS in Taiwan
《Innovation and Change》
The Global Initiatives Symposium in Taiwan will be under the title 《Innovation and Change》. It is through innovation and change not only of government administration, business management, science and technology, but also of the arts and humanities, that we come to reach the point of civilization we have achieved today.
While the advancement of science and technology provides us with a better quality of life, it also brings dramatic changes to society, such as customer demands for a greater variety of goods and a shorter product life cycle in business, along with environmental degradation and a crisis of information security in government administration. Facing these challenges, innovation becomes even more important, as it offers management new ideas about improvement and development in both technical and institutional levels.
Against this background,《Innovation and Change》 invites you to explore the topic from your own perspective and background. We sincerely hope that by combining theoretical knowledge, practical experience, and discussion with people from different industries, we may create the spark that sets in motion creative and diverse ideas.

Detecting a New Trend
Innovation occupies much of the world's attention today because it offers solution to almost every problem people face each day. The features that make a product great depends not on the invention itself but rather the innovation made on the invention. Innovation ties deeply with consumer needs and market trends. Determining the direction of the trend is one of the most important parts of many businesses. Without the existence of a trend the market would essentially be random and trading profitably would wind down to simple chance and luck. Therefore whoever sees changes in market trends before everyone else and acts on them will be the winner. So, for a leader, the power of detection will be a key trait that can allow him or her to innovate in ways that could not have been imagined before.
We would like to encourage you to choose a specific industry, to discuss in detail the relationship between market trend and innovation, and think about possible answers to questions such as, “How can we detect a new trend in this industry? What key points should be noted during this detection?’’

Analyzing a New Trend
In today’s world, where we are open to all kinds of new ideas, possibilities and opportunities, a new trend can range from an upsurge of interest in a particular product to a fundamental change in public preference or a revolutionary breakthrough in technology. Then analyzing a new trend is no doubt crucial, as it recognizes and allays the potential risks for management of either following the trend or not following the trend for the management. As a result, in the process of innovation, the careful evaluation of a new trend actually plays a pivotal role as it helps an organization assess changes in the environment and thus react to them suitably with an innovative plan. Sometimes it may be prudent to analyze a new trend in terms of both its strength and weakness in the short term and of its sustainability in the long term. These analyses provide a good basis for further discussion, decision-making, and ultimately innovation around business itself.
Bearing this in mind, we would like you analyze a new trend by providing systematic guidelines which an enterprise can follow when it faces the decision as to whether or not to adopt the product trend.

Taking the Lead
Taking the lead is the ultimate goal for innovation, as it distinguishes a leader from a follower. After evaluating the possibility to lead the trend, leaders or policy-makers should aim to prepare a plan as the blueprint to be followed in order to take the lead. Yet in the process of implementing the plan, management may face unexpected problems and further changes in the environment. Hence in order to survive in this dynamic market it is necessary for management to modify or change their plans in order to adapt them to the latest situations. You are invited to write in the form of an action plan, by recognizing difficulties in implementation and providing your solutions to them.
We suggest that you identify some possible difficulties in carrying out the innovative plan for an organization in a certain industry and try to offer some methods for management to adjust their plans.
